Description
Government have carefully examined the difficulties being experienced by the citizens in producing an authenticated and reliable record of their family composition for the purpose of availing various Government services. With a view to facilitating the delivery of citizen services, ensuring uniformity in the verification of family particulars, and providing a readily accessible record, the Government have decided to constitute the Telangana Family Register and to introduce a facility for issue of a Family Register Certificate through the MeeSeva platform. Accordingly, there shall be constituted a State-wide electronic register to be called the "Telangana Family Register" (hereinafter referred to as "Family Register"), which shall be maintained in electronic form. The Family Register shall contain, in respect of each family unit, the following particulars:(i) Family Register Identification Number, which shall be the same as the Ration Card Number of the family; (ii) Name of the Head of the Family; (iii) Name of each member of the family; (iv) Relationship of each member to the Head of the Family; (v) Age and date of birth of each member; (vi) Gender of each member; (vii) Aadhaar number of each member; (viii) Present address of the family, with Door Number, Street, Village/Ward, Gram Panchayat/Municipality, Mandal and District. The data population of the Register shall be effected by electronically fetching the particulars specified in para 3 above from the Food Security Card (Ration Card) database maintained by the Commissioner of Civil Supplies. It is hereby clarified that the Register, and any certificate issued therefrom, is a record of the composition of the family as reflected in the source database. It shall not, by itself, confer, create, extinguish or determine any right, title or interest in any property, nor shall it be construed as a determination of legal heirship. Further, it does not confer any right for any claim for benefit under government schemes. A new citizen service styled "Telangana Family Register Certificate" shall be introduced in the MeeSeva platform, under the Revenue Department services category. Any citizen may apply for a copy of the Family Register pertaining to his/her family through any MeeSeva Centre, or through the MeeSeva online portal/mobile application, on payment of the prescribed user charges. The application shall be in the prescribed format and shall contain the Food Security Card / Ration Card number of the family. Only a member of the family whose particulars are borne in the Register, being a major, shall be eligible to apply for a copy of the Register of that family. The service shall be delivered within a timeline of two (2) working days from the date of receipt of the application. :: 2 ::The Tahsildar of the Mandal in which the address available in the Food security card (ration card) Database shall be the approving authority for issue of the Family Register Certificate. Every application submitted through MeeSeva shall be automatically routed to the login of the Tahsildar concerned, based on the address recorded in the Food Security Card. The Tahsildar shall carry out verification of the application with reference to the particulars available in the Food Security Card (Ration Card) database, and on being satisfied as to the correctness of the particulars, shall approve the application through his/her digital signature. The certificate shall be generated in the form appended to this Order as Annexure I, bearing a unique certificate number and the digital signature of the Tahsildar, and shall be made available to the applicant for download through MeeSeva. The Tahsildars shall ensure that the applications are disposed of within the prescribed timeline of two (2) working days. The Commissioner, Electronic Service Delivery (ESD), Telangana shall establish the necessary Application Programming Interface (API) integration with the Food Security Card (Ration Card) database of the Civil Supplies Department, to fetch and populate the family particulars specified in para 3 above into the Register, and shall configure and enable the "Telangana Family Register Certificate" service on the MeeSeva platform. The Commissioner of Civil Supplies is requested to extend the necessary cooperation and to provide read access to the Food Security Card database to the Commissioner, ESD, for the purposes set out above. All the District Collectors are requested to ensure that these instructions are communicated to all Revenue functionaries in their respective jurisdictions, and to monitor the implementation of this service.
